Yes, but they are what are called "safe action" guns - with a long, heavy trigger pull, very much like a double action revolver, which traditionally has no safety catch.

It's a pretty perfect metaphor for US society.
If the people in small boats didn't want to get swamped they should have been in bigger boats.
And from what I understand, the weather conditions were near perfect, with 10kt winds, so it really was the fault of the inconsiderate idiots in the boats.
