If we don’t test for COVID-19 that means no-one has it and some serious apologies are due.

What a disingenuous c.nt. It doesn’t say that at all, it says that no f.cker across government / govt agencies (MI5 etc) has taken any responsibility for investigating it. Calls it a ‘hot potato’ FFS.
