I'm betting that the code will turn out to be the idea of some rogue programmer, and no manager had any idea it was happening. (They never do.)
I don't know much about railways, but I hope the Green Signals Podcast - with Nigel Harris (former editor of RAIL magazine) and RIchard Bowker (ex Virgin and the SRA) will make me better informed.
