I suspect that a minister with a functioning* sense of self preservation would have been be unwilling to take an executive decision undermining government policy when they'd know that the decision would also be unpopular and probably politically damaging.

I was thinking that there'd either be very empty seats or the crowd would be so vocal any match would become a farce and have to be called off.

On the one hand, it seems reasonable enough to be allowed enter a country that requires a vaccine, if you can't have a vaccine because it is too recently since you had Covid, and in any case a recent infection is considered as good as a vaccine for most purposes.
On the other hand, it seems like an abuse of the system to go to a country that requires you to be vaccinated, but only in the immediate aftermath of an infection, when you never had any intention of getting vaccinated.
I think it is perhaps a bit difficult for Australia to navigate between the conflicting tensions of these. On the one hand, it doesn't really want to stop leading sports players coming to international competitions with a rule that they can't comply with. On the other hand, it seems difficult to devise a fair rule they can't abuse.
I thought it was known before the first court case that Novax "inadvertently made erroneous entries on the application", or words to that effect, claiming it made little practical difference. So it might have been difficult to cancel his visa on those grounds. The real issue is that he abused the system, and that wasn't actually formally against the rules, which is probably why they resorted to handwavey discretionary grounds.
I think Australia had a more public battle with antivaxxers than Britain, and clamped down on it harder - there was someone on the Old Version of the forum who kept us informed on that. So I think standing up to antivaxxers is perhaps more of an issue of Australian politicians than here.
