It's sunnier than the UK but perhaps the hilly/mountainous terrain is a problem setting up big arrays of panels?

And solar farms are fairly vulnerable to terrorist and state attack. From whatever the f.ck is going on in Syria now, or Israel in retaliation to whatever.

Yes, though a country that can’t afford to import fuel for generators will also struggle to invest in solar farms.

They’re doing that already privately. However, most of the population lives in apartments so there isn’t much roof space per person

In hot countries, a common use of solar power on your roof is a non-electrical panel to heat a tank of water. It's probably thermodynamically more efficient than converting the solar energy to electricity, especially if you then use the electricity to make hot water,

But you can't run an entire modern economy on the energy that comes from the solar panels that will fit on the roof of apartment buildings. Indeed, for some height of the building, you can't even run all of the apartments in it on that amount of electricity.
