It seems clear to me that no one who was there or involved in any way actually gave a sh.t. The evidence was merely filed away for later. Just in case.
The most likely explanation for this "drip, drip" that I can see is that the "grey men in grey suits" have decided that Johnson has outlived his usefulness, and are (tacitly) encouraging these leaks to happen in order that he is forced out.

They've decided their interests would be better served by installing Sunak and have direct billionaire control, rather than carrying on with their "Boris" puppet.
Hence selective leaks against Truss, Gove and anyone else, while taking minimal counter hits from their leaks about Sunak.

Yup. The thrill of ignoring rules and letting people down seems to have been attractive to him since he was a kid.
I've said before that he has a persona of an amiable buffoon, when actually he's a ruthless and amoral buffoon.

My MP argued it was a waste of time discussin this in parliament and the time would be better spent discussing the levelling up agenda. I Tweeted:

The timings are working out quite well though - as it meant that the 'Christmas Party' could return a "I wasn't there, this was terrible, We shall investigate" response.
The 'Party on the Terrace' photo then led to a "no, no, this was just our way of working in a socially distanced manner" response

It would be interesting to find out if they were proactively spineless or told to look the other way (and then were spineless enough to do so). It obviously is just variations on shades of sh.t, but just wondered whether anyone actually had the foresight to see this was against the rules and tried to point it out, even if ignored/slapped down.

I'm sure there are plenty of opportunities for extended field trips to such places. Unfortunately someone recently did a study of the white-bearded helmetcrest. That would have been so fitting. But maybe you could still get funding for a field-trip to study the Rusty-flanked crake or White-faced whitestart.

The campaign group [The Good Law Project" said that in letters between it and the Met, police said they had “relied on the government’s assurances that no rules had been broken” and “there would have been no point in interviewing Number 10 staff about the parties because they would have refused to answer questions that exposed them to a risk of prosecution”.
In other news, the Met said they were not going to investigate "Wee Mad" Jimmy "Chops-you-up-with-a-hatchet" McVitie over a spate of recent axe-murders on the basis that the diminutive blood-soaked gangster had given "full assurances that he hadn't never chopped nobody up with his favourite chopper and anyone who says so is lying and likely to repeatedly walk into a meat cleaver if they aren't careful know what I mean" and saw "no point in interviewing the rest of the notorious Axe-murderer Gang because they would have refused to answer questions that exposed them to a risk of prosecution”.
In other other news, bookies cut the odds on Dame Cressida Dick DBE QPM being awarded an Order of the Garter in the next Queen's Birthday honours list to 7/6 on, provided she can ever find her way out of the stationary cupboard she is currently trapped in. Dick of the Yard apparently wandered into the cupboard 3 weeks ago to fetch a stapler and has proven incapable of locating the door handle ever since. This is considered doubly surprising as the door is reportedly actually open yet she insists to continue to look in the same three boxes of paperclips in rotation, while screaming a foul-mouthed rant about the inadequacies of modern building design.
Oh - look - he wants to apologize and take responsibility for breaking his own rules and the ministerial code... but without actually suffering any sanction like, say, resigning - as required by the very code he claims to endorse... bless.
That Etonian privilege is mighty isn't it?
