You're right of course. It's a hugely plausible narrative though. When you look at people like Johnson, Hancock, Cummings etc that is exactly how I'd expect them to behave.

The most effective lies are partly based upon truth. Some of what Cummings claims may well have happened. But his testimony was very self serving and was intended to protect his reputation and advance his career.

Although one could ask why, if he's such a liar he was allowed anywhere near government.
