Water softening idea

A Facebook friend who is a marine engineer is trying to design a better water softener (we live in a fairly hard water area). He sent me this idea, which I am unable to evaluate. Does it make sense?
Current brine regeneration softeners use charged beads suspended in a resin. Regeneration cycles use salt and water to flush the collected calcium and magnesium away. That's a lot of wasted water. I was thinking of applying a DC current to plates or coils to collect the ions, then reversing it briefly and discarding through a three way valve.
