Is time just simply a measure of history?

Is time just simply a measure of history , measured at 1 second of history is equal to 1 second passed time measured ?

Would have affect on the ageing process frequency but would not alter the amount of history measured .

But you do have to include the entropy of the modes of the gravitational field that are localized beyond the horizon of the observable universe. That's the only way the universal can become smoother during inflation.
