I think it's fair to say that NATO are trying to do the minimum to allow Ukraine to win in a conventional sense - for many reasons*. For my part I'd like to see them hand over more air defenses so Russian air attacks fail to cripple infrastructure, and longer range weapons to the degree that no Russian on Ukrainian soil is in a safe area.
* such as:
- Not spending too much money
- Letting Russia bleed slowly in the hope of favorable regime change
- Not depleting themselves of arms too quickly
- So Ukraine is mainly responsible for inflicting defeat on Russia / avoid being labelled as active participants
