It's all about what is politically achievable today at the Federal, given the insane politics of the Republicans and their overrepresentation in the Senate and House. Individual states have already said that they are going to outlaw fossil fuel cars on a tighter timeline than that. California is the biggest market for cars in the USA, and it is outlawing diesel and petrol cars and light trucks from 2035. Car manufacturers seem to be on board, as they were rolling out new models anyway, which is encouraging.
ETA: that's also a ban on hybrids, as the vehicles need to be zero emission.
