Have you considered stupidity as an explanation

I'm quite pleased that becoming an AAAS member gives access to Science for about the same cost as a subscription to New Scientist.

This is very cool, thanks jimbob.

And yes, AAAS membership seems much better value than a Nature subscription, with the added bonus that you're also supporting part of the science community instead of one of the worst offenders for gouging it.

Among other things, AAAS manages a program of fellowships for scientists and engineers who spend a year working in a congressional office.

It's valuable for Congress to get their expertise, whether just for a year or in the longer term for those who end up staying in DC. And it's valuable for the science and engineering community to get a better understanding of how Congress works from those who return to their previous careers.

This was also part of my thinking
