It's possible, according to the preprint, that the journal was persuaded to waive the charges (no, I don't know why they would do that either).
However, it might also fall into the established tradition of the Christmas edition of the journal, where academics exercise what passes among them for wit in 'spoof' articles, rather than 'hoaxes' or 'frauds'. I may have had a couple of Christmas articles published: hell, I may even have done a hoax one...
