I'm not sure how useful that description is, but it's probably arguable that it is. But then again if you wanted to put a different spin on it you might claim that it was civil disobedience. Not successfully, I would imagine.

But terrorism attract harsher penalties and gives the police greater powers to after co conspirators and those who aid and abet them. I'm not sure that I am suggesting that they should do this but it seems like an option.
